H.E. Mohamed Rashed Al Hamli
Director General, Abu Dhabi Chamber of
Commerce and Industry (ADCCI)

Mohamed Rashed Al Hameli is the Director General of the Abu Dhabi Chamber of Commerce
& Industry (ADCCI) and the Senior Economic Advisor for the Abu Dhabi Council for Economic
Development, which contributes to the planning of the Emirate’s economic policies and facilitates
structured dialogue between the government and the private sectors.
Mohamed is a Board Member of Both the Abu Dhabi Statistics Centre and the Abu Dhabi
National Medical Insurance Company (Daman). He is also a Member and Secretary of the
Abu Dhabi Government-Projects Claims Committee of the Executive Council, and he also Board
member of Emirates Competitiveness Counsel.
He was the Chairman of Rental Dispute Settlement Committee, and Board Member of Abu
Dhabi Airports Company (ADAC)
He had previously worked for the UAE Offsets Group as Projects Manager, raising financing for
and overseeing the implementation of different types of strategic projects for the Government of
Abu Dhabi focusing on the energy and aviation sectors, e.g. the Fujairah Water & Power Project,
Saadiyat Development Project, and Abu Dhabi National Oil Company (ADNOC).
Mohamed holds a BS in MIS from Maryville University of Saint Louis, Missouri, USA, and a Masters
degree in International Business from the University of Wollongong, Australia.

H.E. Khalfan Saeed Al Kaabi
Chairman of Abu Dhabi Center for
Corporate Governance

H.E. Khalfan Saeed Jumma Al Kaabi is the Member of Board and Chairman of the Construction
and Contracting Committee of Abu Dhabi Chamber of Commerce and Industry (ADCCI); he
is also the Chairman of the Abu Dhabi Center for Corporate Governance (ADCCG). Being a
prominent local businessman, innovator and pioneer of numerous concepts in UAE for more then
20 years, he is a Vice-Chairman of Arkan Building Materials, Chairman of Sawaeed, Chairman of
Ascorp Holdings which include Al Eskan Al Jamae, Abu Dhabi Precast, Dubai Precast, Khadamat
and other companies, currently employing more then 5,000 people. The activities of Ascorp
Holdings range from industrial and contracting services to transportation, metal industry works,
elect, precast and property management and development.

His business contacts include numerous subcontractors, reputed local groups and
establishments and consultants; he’s well-known among government institutions.
Born in Al Ain in 1958, he worked as an officer in the United Arab Emirates Armed Forces
until 1986. He holds a bachelor degree in electronic engineering from France, has got an MBA,
and is currently conducting extensive studies and reviews on UAE economy, human resource
development, construction and contracting.

H.E. Ali Rashed Al Ketbi
Deputy General Secretary of the Public
Administration Directorate, General Secretariat
of the Executive Council (GSEC)

Ali Al Ketbi, at thirty four years of age, was one of the youngest Undersecretaries in the Abu
Dhabi Government. He was educated in the UK, obtaining a first degree in translation and
a Master’s in the same area from The University of Leeds. His career started in the Ministry of
Interior, where he occupied an analytical role. He is bilingual and has worked in Human Resource
Development in the private and public sector. Following his work in the Ministry of Interior, he
moved into Human Resource development with Offsets and then Dolphin Energy.
His exceptional skills were identified and he rapidly moved from Assistant Undersecretary
to full Undersecretary where his responsibilities included leading the implementation of the
Transformational Change in The Department of Civil Service of The Government of Abu Dhabi.
He took a leading role in the transition of DCS from January 2009 through to June 2009.
He now occupies the position of Deputy Secretary General of The Public Administration
Directorate. The role of this new Directorate is to oversee Human Capital Development for Abu
Dhabi Government. Ali sits on several Boards, including the chairing Abu Dhabi Emiratization
Council and is Chairman of The Statutory and Projects Steering Committee.
Ali Al Ketbi has been chosen for the roles he now occupies because of his strong leadership
skills and his energy and enthusiasm for implementing change in Abu Dhabi. He is known for his
professionalism and integrity in all matters related to the Government. He is a confident and
inspiring team leader who communicates well, and both gives for and asks full commitment from
those in his line. The ease with which he is able to move from one language to another indicates
his appreciation of diversity and his inclusive style of leadership

H.E. Maryam Al Suwaidi
Deputy CEO for Legal Affairs, Issuance &
Research, Emirates Securities &
Commodities Authority (ESCA)

Maryam Al Suwaidi is a holder of a Master Degree in Commercial Law from the University of
Wales (U.K.). She has broad experience covering diverse environments including contributions
to the Ministry of Education and Dubai Chamber of Commerce and Industry, and service as a
lecturer at the Institute of Training & Judicial Studies -- Abu Dhabi. She is a registered Lawyer at the
UAE Ministry of Justice since1991. Ms. Al Suwaidi joined the Securities and Commodities Authority
(SCA) in 2002 as the principal Legal Advisor to SCA. Currently, she is the Deputy CEO for Legal
Affairs, Issuance & Disclosure and Research & Development Departments at SCA (Granted the
ISO BS EN ISO 9001:2008 in 2009), and she reports to the Chief Executive Officer of SCA.
Maryam Al Suwaidi is a board member of Abu Dhabi Corporate Governance Centre and
the First Deputy of the Head of the Technical Committee of SCA. She has participated on many
committees and teams including the Companies Licensing Joint Committee between the Ministry
of Economy and the Securities and Commodities Authority chaired by the Minister of Economy;
SCA “Registry & Licensing Committee;” SCA Review Committee of Law and Regulations; SCA
Leaders Team; and the UAE team for the negotiation of Free Trade Agreement (FTA) with the
United States of America.

H.E. Rashed Al Baloushi
Deputy Chief Executive and Director of
Operations, Abu Dhabi Stock Exchange (ADX)

Rashed Al Baloushi joined Abu Dhabi Securities Exchange (ADX) in April 2000 where he played
an instrumental role in the establishment of the market in November 2000.
Al-Baloushi started his career at ADX as Manager of the Clearing, Settlement, Depositary &
Registry (CSD) Department. Prior to joining ADX, Al-Baloushi was Head of Registrar & Depository at the Abu Dhabi Fee Zone
Authority.

Al-Baloushi has an MBA from UAE University and a Bachelor of Science in Computer Information
Systems from Benedict College, Columbia, South Carolina.

Khalid Deeb
Director General, Abu Dhabi Center
for Corporate Governance

Before joining ADCCG Mr. Khalid Deeb was the Head of Internal Audit in ADCCI where he was
responsible for the set up and delivery of IA functions with ADCCI. Throughout his career Khalid
gained broad experience in various industries including banking, trading, manufacturing and
services.

Deeb is now the Director General of ADCCG with more than 15 year’s extensive experience
working in the UAE and Jordan in; Public Accounting, Internal Auditing and Management
Consulting with numerous well established and respectable global accounting organizations.
Khalid has developed unparalleled qualities as a trainer and speaker in conferences and
seminars. He is specialized in; Management Consultancy, Auditing and Corporate Governance.
Also in his time Khalid has been accredited with prestigious certificates in Corporate Governance
Studies (CCG), Certified Public Accountant (CPA), Certified Internal Auditor (CIA) and Certified
Fraud Examiners (CFE).

Yasser Akkaoui
Chairman and Managing Director,

Mr. Akkaoui is the founder of the Center for Strategic Studies, a non-profit organization engaged
in awareness creation on employment concerns and resources development strategies for the
21st century. The Center for Strategic Studies understands the need for guidance in addressing
the challenges of a changing job market in a developing country/region. The association also
advises government officials on labor economic principles, especially the close relationship
between FDI and the labor market. In 2006, The Center for Strategic Studies was officially assigned
by the Lebanese Council of Ministers to develop the National Human Resources Development
Program.

Naser El Tibi

Rainer Geiger

Dr. Geiger is a graduate of the University of Heidelberg in Germany and Columbia Law
School, holding both a Ph.D. and an advanced law degree. He began his professional career
in the Ministries of Economics and Economic Cooperation in Germany and served as Secretary
of the Finance Commission of the Conference on International Economic Co-operation in Paris.
In 1977, he joined the OECD holding different positions in the areas of investment, competition
and governance and served until 2008 as Deputy Director for Financial and Enterprise Affairs. He
is now senior regional adviser for Middle East/North Africa and Central Asia.
From 1995 to 2005 Mr. Geiger was Chairman of the Executive Board of the Centre for Private
Sector Development in Istanbul, Turkey and until 2008 Co-Chair of the Investment Compact for
South East Europe He is currently teaching a doctorate program in international economic law at
the University of Paris I, Panthéon-Sorbonne. . Mr. Geiger has published numerous articles in the
field of international economic law.

Dr. Hoe Ee Khor
Head of Economic Development &
Chief Economist, Abu Dhabi Council for
Economic Development

Dr. Hoe Ee Khor is Head of Economic Development and Chief Economist at the Abu Dhabi
Council for Economic Development (ADCED) where he is responsible for overseeing the strategic
and policy studies and projects on economic issues facing the Abu Dhabi economy. Before
joining ADCED in April of this year, he was the Assistant Managing Director at the Monetary
Authority of Singapore from 1996 to 2009 where he was responsible for economic research and
the monetary policy and financial stability functions. He started his career as an economist at
the International Monetary Fund in 1981 and had worked on a wide range of economies from
the Caribbean and Pacific Islands to South-east Asia and Mexico and China.
Dr. Hoe Ee Khor obtained his Bachelor’s Degree in Economics/Mathematics from the University
of Rochester in 1977 and a Ph. D. in Economics from Princeton University in 1982.

Anthony Miller
Economic Affairs Officer,
United Nations Conference on Trade
and Development

Anthony Miller is an Economic Affairs Officer with the United Nations Conference on Trade and
Development (UNCTAD). Dr. Miller provides support for the Intergovernmental Working Group of
Experts on International Standards of Accounting and Reporting (ISAR). The annual sessions of
ISAR, held in Geneva, are a unique forum for addressing issues of corporate transparency and are
attended by delegates from around the world. Dr. Miller is a specialist in non-financial corporate
reporting, including corporate governance disclosure and corporate responsibility reporting. His
recent work includes the preparation of the ISAR publications “Guidance on Good Practices
in Corporate Governance Disclosure” and “Guidance on Corporate Responsibility Indicators in
Annual Reports”.

Prior to joining UNCTAD, Dr. Miller was an executive in the automotive industry with postings in
India, Singapore and China. He holds a B.A. from Trent University, Canada, and an M.Phil. and
Ph.D. from Cambridge University, England.

Stilpon Nestor
Managing Director, Nestor Advisors Ltd

Stilpon Nestor is the managing director of Nestor Advisors Ltd (NeAd), a London-based
consultancy founded in 2003, focusing exclusively on corporate governance and board strategy
advice. NeAd clients include some of the largest companies and financial institutions in the FTSE
EuroFirst 300 (including 3 top-20 European banks) and several large companies and financial
institutions in emerging Europe, Asia and the Middle East, in the banking, insurance, telecoms,
oil and gas, media, construction and real estate development sectors. In addition to large listed
issuers, NeAd counts several private equity and family owned businesses among its clients. NeAd
also advises policy bodies such as the World Bank/IFC, the EU Council, the UAE Central Bank and
the Swiss Ministry of Economic Affairs.
Until March 2002, Stilpon was the Head of the Corporate Affairs Division at the OECD, which
produced the global corporate governance benchmark, the OECD Principles of Corporate
Governance.
Stilpon has published numerous articles and has edited several books on corporate governance,
privatisation and insolvency policies (more on the NeAd website www.nestoradvisors.com). He
is also a regular public speaker and panellist on various aspects of governance. He is currently
a member of the Advisory Group on Company Law and Corporate Governance of the EU
Commission and a member of the Private Sector Advisory Group of the IFC’s Global Corporate
Governance Forum. He has been a member of the Board of Governors of the International
Corporate Governance Network (ICGN, 2004-2007), one of the most important associations of
global institutional investors; a founding member of the Advisory Board of the French Institute of
Directors (2003-2007) and a member of the Advisory Committee of the FTSE Global Corporate
Governance Index (2005-2008). He lectures regularly at London Business School on governance
subjects. Stilpon was a practicing corporate lawyer in the 1980s. He has studied law at the
University of Thessaloniki, the Institute of European Studies in Brussels and Harvard Law School
(LL.M 1982). He speaks fluently English, French and Greek.

Alissa Koldertsova
Policy Analyst, Organization for Economic
Co-operation and Development (OECD)

Ms. Alissa Koldertsova is a Policy Analyst in the Corporate Affairs Division of the Organisation
for Economic Cooperation and Development. She is currently responsible for activities relating
to corporate governance of private and state-owned enterprises in the Middle East and North
Africa (MENA) region, including coordinating regional and country-specific roundtables and
publications. Since joining the OECD, Ms. Koldertsova has been working with policymakers and
private sector representatives in the MENA region on a variety of projects dealing with investment
policy and financial sector development issues, in particular in the context of Egypt, Morocco,
Jordan, and Bahrain. In this capacity, she has been responsible for a number of publications
including a book released by the OECD in 2008 on Private Sector Development in the Middle
East and North Africa: Making Reforms Succeed. More recently, she has authored papers for the
OECD Steering Group on Corporate Governance and has contributed to outside publications and
country reviews. Prior to assuming her current responsibilities, Ms. Koldertsova has worked primarily
on risk management and strategic restructuring issues in the Canadian banking sector, first in TD
Bank Financial Group and subsequently at Deloitte and Touche in Toronto. Ms. Koldertsova holds
a Bachelors degree in Business Administration from the Schulich School of Business, York University
and a Masters degree in Political Economy with a specialisation in Middle East from the London
School of Economics.

J. Chris Razook is a Senior Operations Officer serving the Middle East and North Africa (MENA)
markets for the International Finance Corporation (IFC, part of the World Bank Group). Mr.

Afshar Monsef is Chief Corporate Officer for Sorouh Real Estate PJSC. Sorouh is a publicly listed

Mr. Monsef has more than 15 years post graduate experience in corporate governance, risk
management, consulting and finance, acquired during his career in the banking & treasury,
engineering & construction, mining & natural resources, corrective services and government.
Mr. Monsef is responsible for Sorouh’s Corporate Division, which encompasses HR,

Simon Copleston

Simon Copleston was appointed as ADDCB’S Board Secretary in January 2008. He is a Solicitor
of the Courts of England & Wales. After obtaining a degree form Durham University, Mr Copleston
Practised corporate law in the City of London for eight year. In January 2006 he joined Abu
Dhabi investment Authority where, amongst other things, he acted as lawyer to the Emerging
Markets Department and their Strategic investment and infrastructure teams. He has over 10
years experience in practicing banking, finance & corporate law.
